【WINNOTIME】中国—瑞士经贸联委会第27次会议在伯尔尼召开——钟表产业继续列为重点合作产业,中瑞合作迈向新阶段

            2026年4月17日,中国—瑞士经贸联委会第27次会议在瑞士伯尔尼举行。作为中瑞两国经贸合作的重要机制性平台,本次会议在全球贸易环境持续变化的背景下召开,围绕双边经贸关系深化、自贸协定升级及重点产业合作等议题展开深入交流。

    中国商务部副部长兼国际贸易谈判副代表凌激在会上指出,今年既是中国“十五五”规划开局之年,也是中瑞创新战略合作伙伴关系建立十周年的重要节点。在此背景下,中国将继续扩大高水平对外开放,推动高质量发展,为外资企业提供更加稳定和可预期的发展环境。同时,中方表示将加快推进中瑞自贸协定升级谈判,以进一步提升双边贸易、投资与创新合作的制度基础。

    随后,瑞士联邦经济总局对外经济事务总司长格尔曼表示,中国是瑞士最重要的经贸合作伙伴之一。瑞士联邦政府高度评价中瑞自由贸易协定在过去十年对双边经贸关系发展的积极作用,并期待双方尽快完成升级谈判,以进一步释放合作潜力。他同时指出,瑞士将继续坚定支持自由贸易和多边贸易体制,保持经济高度开放,欢迎中国企业赴瑞投资发展,并愿与中方在数字经济、绿色环保、生物制药及钟表产业等重点领域加强务实合作。

    中国驻瑞士大使钱敏坚、商务公参谢国祥及主要工作人员,中国商务部欧洲司、外资司主要领导及主要分管处长,来自驻瑞士的中企代表近30人参加会议。瑞方则有来自瑞士经济部、瑞士驻华使馆、各对应职能部门近10名官员和20多位来自瑞士各主要行业商协会、企业家代表参加会议。

    在产业交流环节,中方3位商协会和企业家代表做了发言,而瑞方则有十多位做了发言,对下一阶段的中瑞自贸协定表达了意见和建议。针对瑞方企业界提出的问题,凌部长逐一做了耐心的回应,充分表达了对瑞方产业界希望达成中瑞自贸协定升级版的肯定,也表达了对瑞方一些具体政策建议的关注。

    值得关注的是,在本次会议释放的合作信号中,钟表产业延续中瑞自贸协定的1.0版本中,将再次在升级谈判中被明确纳入重点合作产业。这一表述显示,在以往基于传统优势产业之外,中瑞双方正尝试在更高层级上推动产业协同与创新合作,使钟表产业从以往以品牌与贸易为主的单一维度,逐步延伸至技术、供应链与产业融合的多维合作体系。

    深圳市钟表行业协会会长、深圳(中国)手表周暨2026穿戴创新展筹委会主席朱舜华以商协会和企业家代表的双重身份受邀出席会议并发言。这也是时隔十余年后,朱会长再次以商协会及企业家代表身份参与该影响国际自由贸易的机制性对话,为推动“中瑞自贸协定2.0”升级贡献行业声音。

    在专题发言中,朱舜华会长系统介绍了中国钟表产业的发展现状及深圳在全球产业格局中的定位。他指出,自2023年以来,全球钟表产业正进入新一轮结构性调整周期,中国钟表产业已形成以传统机械与石英表持续高端化发展、智能手表快速增长为特征的“双芯驱动”格局。当前,中国钟表产品出口已覆盖全球主要市场,传统钟表在全球产量中占据重要比例,同时智能穿戴设备在全球供应体系中具备显著优势,钟表产品正从单一计时工具向连接健康、数据与人工智能的重要终端演进。

    在粤港澳大湾区而言,深圳作为“中国钟表之都”和“中国创新之都”,在全球钟表产业链中扮演着日益重要的角色。依托完整的制造体系与领先的智能穿戴产业基础,以深圳为主的大湾区产业链正在实现传统制表工艺与科技创新能力的深度融合,逐步成为推动产业升级的重要创新源地。同时,随着中国原创品牌首次进入“钟表与奇迹”及更多品牌和独立制表人持续走向国际舞台,中国钟表产业在全球行业中的参与方式也逐步由生产制造向创新表达与价值共建转变。

    针对中瑞钟表产业未来合作方向,朱舜华会长在发言中提出,自2013年开始,深圳为主的中国钟表企业就积极推动中瑞自贸协定的实施,在瑞士钟表业进入中国市场、中瑞产业交流上作出了巨大贡献。展望未来,应更充分发挥中瑞自贸协定的机制作用,推动双方在钟表文化、价值重构、市场培育、核心技术、材料工艺及标准体系方面的协同创新,并探索在“传统制表+智能穿戴+健康科技+人工智能”等跨界融合领域的合作路径,共同拓展新一代时间产品的应用边界。同时建议尽快恢复“中瑞钟表工作小组”等常态化沟通机制,在“手表周”展会平台、供应链对接、检测认证、知识产权保护及人才培养等方面深化合作,进一步以“创新引领未来”提升产业协同效率与国际竞争力。

    与会的瑞士钟表协会(FH)代表在发言中,肯定了中瑞自贸协定后,钟表工作小组对双方交流的积极意义,并重点提出了两个诉求:(1)、希望中方加强知识产权的保护工作,保护瑞士品牌和瑞士产地概念,对恶意行为加大惩处力度。(2)、对钟表行业实施对等关税政策:进口关税为“0”,同时取消奢侈品消费税。

    业内普遍认为,在中瑞“创新战略合作伙伴关系”的框架下,在中瑞自贸协定进入新一轮升级阶段的背景下,本次会议释放出的合作信号具有重要意义。随着双边关系由传统贸易往来向制度升级与产业协同转型,钟表产业作为具有深厚历史基础与现实产业价值的重要领域,有望在未来中瑞经贸合作框架中承担更加关键的角色。

    Bern, Switzerland — April 17, 2026 — The 27th meeting of the China–Switzerland Joint Economic and Trade Commission was held in Bern on Thursday, as both sides signaled renewed momentum in upgrading their bilateral free trade agreement and expanding cooperation in key industries.

    The meeting, a core institutional platform for bilateral economic dialogue, took place amid continued shifts in the global trade environment. Discussions focused on strengthening economic ties, advancing FTA upgrade negotiations, and enhancing collaboration across priority sectors.

    Ling Ji, China’s Vice Minister of Commerce and Deputy International Trade Representative, said the talks come at a pivotal moment. This year marks the launch of China’s 15th Five-Year Plan and the 10th anniversary of the China–Switzerland Innovative Strategic Partnership.

    China will continue to expand high-level opening-up and pursue high-quality development, Ling said, adding that the country aims to provide a more stable and predictable environment for foreign businesses. He also confirmed that China is accelerating negotiations to upgrade the bilateral free trade agreement to further strengthen trade, investment, and innovation ties.

    Helene Budliger Artieda, Director General for Economic Affairs at Switzerland’s State Secretariat for Economic Affairs, said China remains one of Switzerland’s most important economic partners. She noted that the existing FTA has played a significant role in supporting bilateral trade over the past decade and expressed hope that upgrade negotiations can be concluded as soon as possible.

    Switzerland will continue to support free trade and the multilateral trading system, she said, while maintaining a high level of economic openness. The country welcomes Chinese investment and is willing to deepen cooperation in areas including the digital economy, green development, biopharmaceuticals, and the watch industry.

    Officials from both governments, along with representatives from industry associations and businesses, attended the meeting. Around 30 Chinese enterprise representatives based in Switzerland joined the discussions, alongside Swiss officials and more than 20 representatives from major industry groups and companies.

    During the industry exchange session, business representatives from both sides shared views on the next phase of FTA negotiations. Ling responded to concerns raised by Swiss companies, expressing support for advancing the upgraded agreement and acknowledging several policy proposals from the Swiss side.

    The watch industry emerged as a notable focus of the discussions. Already included in the original FTA framework, the sector is set to remain a priority in the upgraded agreement. The move reflects a broader shift from traditional trade cooperation toward deeper integration across technology, supply chains, and industrial ecosystems.

    Zhu Shunhua, President of the Shenzhen Watch & Clock Association, attended the meeting as both an industry representative and entrepreneur. It marks his return to the platform after more than a decade, contributing industry perspectives to the development of a “China–Switzerland FTA 2.0.”

    In his remarks, Zhu outlined the evolving landscape of China’s watch industry. Since 2023, the sector has entered a new phase of structural adjustment, driven by continued premiumization in mechanical and quartz watches alongside rapid growth in smart wearables.

    China’s watch exports now reach major global markets. Traditional watches account for a significant share of global production, while smart wearable devices play an increasingly important role in global supply chains. The industry is also shifting beyond timekeeping, with products integrating health monitoring, data, and artificial intelligence.

    Zhu highlighted Shenzhen’s role within the Guangdong–Hong Kong–Macao Greater Bay Area as both a manufacturing hub and innovation center. The region’s integrated supply chain and strong capabilities in smart wearables are accelerating the convergence of traditional watchmaking and advanced technology.

    He also pointed to the growing international presence of Chinese watch brands and independent watchmakers, noting a gradual shift from manufacturing-led participation to innovation-driven value creation.

    Looking ahead, Zhu called for deeper bilateral collaboration in areas including watch culture, market development, core technologies, materials, and standards. He also proposed exploring cross-sector integration across traditional watchmaking, smart wearables, health technology, and artificial intelligence.

    He further suggested restoring regular dialogue mechanisms such as the China–Switzerland Watch Working Group and expanding cooperation in exhibition platforms, supply chain coordination, testing and certification, intellectual property protection, and talent development.

    Representatives of the Federation of the Swiss Watch Industry FH (FH) acknowledged the role of the bilateral working group in facilitating industry exchanges following the implementation of the FTA. They also raised two key concerns: stronger intellectual property protection in China, particularly regarding Swiss brands and the “Swiss Made” designation, and the adoption of reciprocal tariff policies, including zero import tariffs and the removal of luxury consumption taxes.

    Industry observers said the meeting sends an important signal as the two countries move toward a new phase of economic cooperation. With the FTA entering an upgrade cycle, bilateral relations are expected to shift from trade-focused engagement toward deeper institutional alignment and industrial collaboration.

    The watch industry, with its strong historical foundation and growing technological relevance, is likely to play an increasingly central role in that transition.
